Using just one of these, I can attach two computers to one Ethernet cable. Is that correct?

Yes you can, however only one device will be able to use the connection at a time.

I have a cat 5 cable from a Cisco Linksys wired/wireless N Gigabit Router, Model WRT310 N V2 going to the room where my computer and AT&T Micro Cell amp for my wireless telephone is located. The line from the router is terminated with a female RJ-45 ethernet . I need a ethernet splitter with one male and two female to hook up the computer and AT&T Micro Cell . Will this work and do you have what I need?

Will this provide signal to two devices if one is a laptop and the second is a MagicJack VOIP system?

This will only transmit a signal to one device at a time. You may want to look into an Ethernet switch instead:
