So, I am using turtle Beach's X12's and my laptop never came with a Microphone jack, only a headset jack. I do public livestreams and youtube, and I really want to use the Microphone on the TurtleBeach's, but since I don't have the jack, I can't. I have been using an old USB Microphone for my computer ever since. But it is getting old, and my viewers are having a hard time, catching my voice. Will this tool solve my problems?

can I hook up a cassette player to the computer to save my music and record it ro a cd. If not what can you recfommend?

Well it depends. Are you simply using the speakers from the cassette player and a mic on the sound card? If so, you can, but I wouldn't suggest it. The quality won't be that decent. Ideally you would have an aux/line out or RCA audio out on your cassette player (which can be converted to a simple aux/line out) and run it to your sound card with line in. The card you are inquiring about doesn't have line in, only mic in, so the fidelity of your recordings won't be that good.
Plus, you have to determine the interface you will be using. I presume you will be using the USB port on your PC since you inquired about a USB sound card. If so, I'd recommend this sound card as an alternative:
If your cassette player has aux/line out or RCA audio out, you will be able to run a cable to the sound card's line in, and create high quality recordings which can be burned to CD. Remember that you will need CD burning software as well, many options of which can be found quite easily online if you don't have any already on your PC.
